<p><em>Radovan Karadžić (Serbian: Радован Караџић, IPA: [râdovaːn kâraʤiʨ]; born  19 June 1945 in Petnjica, SR Montenegro, SFR Yugoslavia) is a former Bosnian  Serb politician, poet and psychiatrist who was a fugitive from 1995 until 21  July 2008 after having been indicted for war crimes by the International  Criminal Tribunal for the former Yugoslavia (ICTY) in The Hague, Netherlands. He  was arrested in Belgrade on 21 July 2008 and brought before Belgrade&#8217;s War  Crimes Court. For some time he had been working at a private clinic in Belgrade  specialising in alternative medicine and psychology under the alias Dr. Dragan  David Dabić under the company name of &#8220;Human Quantum Energy&#8221;. <p><span lang="en-us">This is the first time after the World War II when a  government initiate an ID action based on racial criteria. During the next 48  hours, Rome&#8217;s authorities will fingerprint about 10,000 gypsies, helped by the  Italian Red Cross.</span></p>
<p><span lang="en-us">In accordance with ANSA agency, about one hundred  employees of the Red Cross will help the policemen to collect data related on  civil state, health, and to make photos of the gypsies.</span></p>
<p><span lang="en-us">The resulting database will be manage by the Red Cross, in  the future.</span></p>
<p><span lang="en-us">Same time, the authorities will &#8220;census the gypsy children  from the school to evaluate there level of knowledge&#8221;.</span></p>
<p><span lang="en-us">The Italian Minister of Foreign Affairs, Franco Frattini,  suggest a database of the European Union for the fingerprints and ADN of the  gypsy children that lives in the nomad camps. &#8220;<em>The best way to protect these  children is to give them an ID, to give them the right to health assistance and  education</em>,&#8221; explained Franco Frattini. So, there has to be developed &#8220;<em>an  European database with the name, fingerprint, and ADN data of all these  children, for a safer life for them&#8230;. If EU will not adopt this solution of  the fingerprinting and ADN, &#8230;. Italy will adopt it anyway</em>&#8220;.</span></p>
<p><span lang="en-us">The European Commission asked for a report from the Rome  authorities till the end of this month, in order to evaluate the legality of  these measures.</span></p>

<p>The NATO summit will take place in Bucharest, Romania, during the April 2-4,  in order for Allied leaders to carry forward decisions taken at the Riga Summit  and review the evolution of NATO’s main commitments, which are all mutually  reinforcing.</p>
<p>During the summit,  heads of state and government will assess the  situation in Afghanistan and Kosovo, as well as in other regions where NATO is  engaged. NATO’s operations and missions are a driving force for the  transformation of the Alliance and, in parallel, demonstrate the ability of the  Organization to practise solidarity in very different circumstances.</p>
<p>An important point of the summit&#8217;s agenda will be the enlargement, for  Croatia, Macedonia and Albania.</p>
<p>A major topic of the discussions will be the ability  to sustain  operations, together with the ability to confront security threats in an  effective and unified way, concluding on the NATO’s capacity to provide forces  for operations and the ways and means of preparing for future security  challenges.</p>

<p>“<em>A NATO summit is not just a working meeting. It is also a symbol of  transatlantic unity, of shared values, of common security and a common future,</em>”  NATO Secretary General Jaap de Hoop Scheffer said.“<em>A symbolic meeting  needs a symbolic logo. This one, which we are unveiling today, is based on the  Wings of Freedom monument which any traveller to Bucharest will see on his way  to and from the airport</em>,” De Hoop Scheffer stated.</p>
<p>“<em>There is no doubt that the concept of freedom is at the very foundation  of the Alliance, and I think it is a very fitting symbol for our Summit : NATO  values, with a Romanian flavour.</em>”</p>

<p>During the NATO&#8217;s summit will be closed both airports in Bucharest, for  security reasons. It will only be used by top summit guests including U.S.  President George W. Bush, French President Nicolas Sarkozy and Russian President  Vladimir Putin who has also indicated he will attend.</p>
<p>The summit is considered the biggest in NATO&#8217;s history, with heads of state  and of government from all 26 NATO member states, as well as of 23 NATO partner  states that will attend the summit.</p>

<p>Mărţişor is one of the best Romanian traditions,  celebrated in the  beginning of the Spring, on March 1st. The tradition&#8217;s name is the diminutive  of March (in Romanian: Martie). The men offer to the women a talisman object  also called Mărţişor, consisting of a jewel or a small decoration like a flower,  an animal, a heart, tied to a red and white string. There are multiple symbols  in this gift, but all of it have three common sense: revival, sensibility, and  the care for the women.</p>
<p>The gift is considered to bring good luck and wealth. Some consider the red  as the symbol of the Spring, and the white for Winter, the tradition  taking place right between the two seasons. I prefer the version in which the  two colors represent the love and the sincerity. This symbols fit better with the  early Spring flowers associated with this tradition, especially the snowdrops.</p>

<p>There are archeological proves that the tradition is  over 8 thousands  years old. It was celebrated by Getas, and it is found in the celebration of  Mars as the protector of the fertility and vegetation, as well as in the  celebration of the Marsyas Silen god by the Dacians. The Dacian women use coins  and little stones tied to red and white wool wires, for wealth and fertility.</p>
<p>Similar traditions can be found in Balkans, especially in Bulgaria (the  tradition is called Martenitsa<span lang="ro"> &#8211; </span>Мартеница), Macedonia  and Albania.</p>

			<content:encoded><![CDATA[<p>In a public declaration right after the proclamation of the independence of  Kosovo, the leader of the Hungarian party in Romania (Democratic Alliance of  Hungarians in Romania), Marko Bela, said that Kosovo is a precedent, and a  solution for all the European countries that have ethnic problems.</p>
<p>Marko Bela saluted Kosovo&#8217;s independence and asked for Romania to recognize  Kosovo as a new state.</p>
<p>The Democratic Union of Hungarians in Romania, (also Democratic Alliance of  Hungarians in Romania; Hungarian: <em>Romániai Magyar Demokrata Szövetség</em>,  RMDSz; Romanian: <em>Uniunea Democrată Maghiară din România</em>, UDMR) is the  main political organization representing the ethnic Hungarians of Romania.  Officially organized as a political alliance (not as a party), UDMR nevertheless  acts as one of the main parties of Romania. Since 1996, UDMR has been a member  or supporter of every government. As of 2007, it is part of the governing  coalition, along with the National Liberal Party.</p>

<p>Kosovo will proclaim soon, in some hours, its independence. It&#8217;s a  fact. Kosovo will be the world&#8217;s newest state. And it will be recognized by US  and most of the European countries, as well as the most other countries. But  what if tomorrow, a small area within Kosovo wants to declare its own  independence? Will it be recognized by the other countries? And if the day after  tomorrow an even smaller area within the previous one wants its own  independence? How far is accepted the independence? What about a city? A street?  A house?</p>
<p>The main question is not if Kosovo has or do not have the right to declare  its own independence, but which are the conditions required for a given area to  declare its own independence.</p>
<p>The historical conditions cannot be taken into consideration here, because  the smallest land was independent before belonging to a state. How far in the  past can be claimed the historical conditions?</p>
<p>What is the minimum percentage of people within that area that want to be  independent, in order for the other countries to accept it? 50%, 75%, 100%?</p>
<p>If there will be no general accepted conditions but only the accept by the  most important countries based on every specific area that intends to proclaim  its independence, than we cannot speak about democracy, only about specific  interests.</p>
<p>If there will be established specific conditions for the independence, than  it will start the chaos.</p>
<p>The conclusion? My opinion? Our world has nothing to do with the democracy.  The democracy is the religion, the God of the modern world, a tool. Everyone  accepts or is forced to accept it and its rules, everyone speak about it, but  nobody saw it.</p>
<p>Don&#8217;t you think that the latest wars are very similar with the crusades from  the Middle Ages? Replace the Christianity with the democracy and see the result.</p>

<p>France, Italy, Spain, Poland, Romania, the states of the old USSR&#8230; almost  all the European countries have provinces in the same situation with the Serbian  province Kosovo. The European Union would be a solution. But the independence of  the provinces is a solution too.</p>
<p>I think that the Kosovo&#8217;s independence is less a result of their population  or Albania&#8217;s lobby, and more of a US lobby. And the European countries accepted  it. More than this, this is a possible solution for the countries that lost  territories after the World War II. It is a geopolitical strategy, and the start  for a new geography of the world, especially in Europe. Here, I agree with  Vladimir Putin.</p>
<p>I do not know if it is good or bad.</p>
<p>Some time ago I wrote a fictional scenario about the global warming and how  it will influence the geopolitical strategies of all the developed countries.  These actions fit with that scenario.</p>

<p>Petru Ianc, the chief of the General Department for Industrial Policy within the  Economy Minister says that Voest Alpine is very decided to make this investment.</p>
<p>A team from Voest Alpine started to study the possibilities of location for the  future project. Some days before the Austria Finance Minister, Wilhelm Molterer,  just visited Romania, and about a month ago the biggest steel producer from  Austria told that &#8220;although we increased the production capacity for the plant  in Linz, we cannot cover the request and we think to build the second plant, at  the Black Sea&#8221;. There it is a rumor that the new plant will have an annual  production capacity of five millions tones and it will be launched in 2012.</p>

<p>The investor takes into consideration three possible areas in Romania, three in  Ukraine, and two in Bulgaria, but till the end of this year it has to be  selected three areas only for the final decision.</p>
<p>Such an investment will make Romania within the first six steel producer from  the European Union, says Petru Ianc.</p>
<p>The newspaper <a href="http://www.adevarul.ro/articole/batalie-pentru-investitia-secolului-10-miliarde-de-euro/337376"> Adevarul</a> says that Voest Alpine has already acquired in Romania some  companies, in Satu Mare and Buzau, and a service center in Giurgiu.</p>

<p>Now I am living at the border with Serbia, but in my childhood I was living  at the border with Bulgaria. It is true, during the communist era there was not  so much visits of the Romanians in Bulgaria or Bulgarians in Romania. Now, a lot  of Romanian pass on their way to Turkey or Greece through Bulgaria, or just stop  in Bulgaria, to start a business there or to visit the Bulgarian seaside where  it seems that the services are better than in Romania. Or to buy food from  Bulgaria, especially vegetables; Bulgarians are known as very good gardeners.</p>
<p>The size of the countries is almost the same, and the people from Bulgaria  and Romania have about the same mentality, and same living standards. So, both  neighbors have to be like brothers, to help each other.</p>
<p>Unfortunately, after the revolutions against the communism in 1989, and  especially after starting the preparing to be included in the European Union,  most of the Bulgarians (I do not know about the common Bulgarians, but I am sure  about the Bulgarian authorities) see Romania sooner as a rival and an enemy than  as a neighbor.</p>
<p>On the one hand, the Romanians see the Bulgarians as some kind of barbarians,  non-civilized people, with an accentuated corruption within the office workers,  especially within police and custom-house authorities. It is very known in  Romania that if you travel in or through Bulgaria, you have to have prepared  some money for the police and custom-house authorities that ask for bribery  directly, without embarrassment.</p>
<p>On the other side, the Bulgarians see the Romanians like a people of gypsies,  they understanding by &#8220;gipsy&#8221; the people that steal and beg for money.</p>
<p>Unfortunately, this is not enough. Due to this mentality, and because the  Romanian foreign affairs was never weaker than these last years and do not react  at the external problems created against the Romanians outside the Romanian  borders, the Romanians encounter all kind of offences and wrong treatments when  they are in Bulgaria. Last such kind of event was yesterday when five Bulgarian  police men beat a Romanian driver that was coming back in Romania from Bulgaria,  than arrested him for injury. There are pictures and movies made by other  Romanian tourists with all this incident.</p>
<p>So, I really do not understand why this hostility, for the peoples from the  two neighboring countries, that have nothing to divide and everything to gain if  they help each other.</p>
<p>PS After writing this article, I made some search on Internet about Romania  and Bulgaria relationship. I see a lot of histories, articles and maps,  especially on YouTube (just make a search with the keywords &#8220;Bulgarian borders&#8221;  and you will see it) about how big was Bulgaria in the past and how all its  neighbors eat their old territories. Is it possible that the hostility to be due  to this issue maintained by the Bulgarian nostalgic people?</p>
<p>I have to say that I never thought to such a issue between the two countries,  and I am sure that the Bulgarians and Romanians that I know from my childhood  was very close friends and never felt that they have to fight or to be hostile  for what was happening in the past.</p>
